Top Policy Priorities

Optimization of county government operations to reduce cost to taxpayers, by eliminating county debt/pension liability, then reduce property taxes.
How I Plan to Address this Issue:
Use my 20+ years of experience to find ways to increase efficiency and reduce costs by conducting a line-by-line review of the county budget and a cost-benefit analysis to determine value. If it has no or limited value, eliminate it.

Develop a local solution to water challenges in the Sulphur Springs Valley/Willcox basin through community engagement with all stakeholders, and form a public/private partnership to provide a sustainable water supply for residents and prevent a state takeover of our water.
How I Plan to Address this Issue:
Prevent a state takeover of our water by establishing local water districts to allow residents to manage their own water (local control) and protect private wells. Develop a system based on scientific data to ensure water is managed/drawn from the aquifer at the rate of natural replenishment. Develop projects to improve water catchment and recharge to the aquifer.

Oversee the construction of the new County Jail to ensure taxpayers get the best value and to eliminate waste and abuse of tax dollars, then eliminate the half-cent sales tax when it's complete.
How I Plan to Address this Issue:
Ensure the jail is designed to meet requirements for safety, security, and improves efficiencies to reduce maintenance and operations costs. Then eliminate the half-cent sales tax.

Why Frank Antenori

Cochise County needs a proven leader with vision and the experience to carry it out.

Cochise County is not growing, and the census data of the last 30 years shows it. Our kids and grand-kids are leaving the county and the remaining population is aging. When the working age population leaves the county, this increases the property and sales tax burden on all remaining residents, especially those on fixed incomes.

To reduce taxes, we need to develop the economic resources we have, including the I-10 and Rail corridors as well as Fort Huachuca to encourage business development and jobs locally for our kids and grandkids. We do this through incentives to business, such as establishing a technology and business park right off of I-10 near the Pima/Cochise County line. Leverage Cochise Community College to create the skilled workforce needed to fill those jobs.

We also need to shore up or agricultural economy, to include better promotions of our local wineries, and improve direct market access for ranchers by eliminating middlemen. Getting a major beef processing plant to locate in Cochise County, preferably near Willcox would be a great benefit to all residents.

Frank’s experience, skills, and background, he’s highly qualified to serve you as County Supervisor.

My legislative and private sector experience managing budgets, investments/tax-dollars, multi-million-dollar projects and optimizing people and their talents are unmatched by any of my opponents. I bring to the table the tools, knowledge and leadership experience developed during my 20 years in the Army, followed by 20 years in private industry/manufacturing sector and two terms in the State Legislature. I also bring a network of people and relationships developed over those 40+ years to help Cochise County with additional expertise.

Cochise County needs real experience on the Board of Supervisors to deal with the challenges facing our county. I use data driven information and facts to drive decisions and policy. I consider short as well as long term impacts of policy implementation.

One thing I learned as a Green Beret is that planning is key to success, not luck. Cochise County needs a detailed plan for the next 20 years to make this county better. I intend to lead that effort.

Frank’s plan for fair and secure elections, free from interference, and TO ensure unimpeded access to the ballot box?

First and foremost we will follow the law. We will ensure only legal voters are eligible to vote by ensuring our voter roles are maintained accurately and our voter verification systems are state of the art and implemented.

I will work closely with the County Recorder and Elections Director to ensure they have the technology and human resources needed to conduct a secure election. We will also verify election results through audits and hand counts. I will also work with the County Sherriff and County Attorney to insure all cases of voter fraud and election interference are prosecuted. I will also work with the legislature to amend state law as required to improve election integrity, both in Cochise County and statewide, to include voter ID at the polls and for mail-in ballots to ensure only legal voters are eligible to vote in our elections.
